University professorship - salary grade W3
in Environmental Assessments.
The successful candidate will conduct research and teaching in Environmental Assessments. The focus is on environmental assessments for projects, plans, programs and policies at national and international level (environmental impact assessment, strategic environmental assessment, Impact Mitigation Regulation (according to German Law), Habitats Regulation Assessment, Protected Species Assessment, biodiversity offsets), including relevant regulations in other countries (such as wetland banking in the USA). References to other impact assessments (social, health, sustainability) are also addressed.
Special attention is given to the need to further develop environmental assessment tools resulting from changes in society, technology and ecosystems and/or the necessary operationalization of international agreements and their implementation at European and national level. Delivering contributions to fundamental research in planning sciences, such as the development of an environmental assessment theory, is of equal importance.
To fulfill these tasks, the professorship works on the basis of advanced competence in planning sciences, including their interfaces to ecological sciences, geographic information processing, and social, health and engineering sciences, and integrates their relevant findings into environmental assessments.
The teaching conducted by the professorship is an integral part of the bachelor’s and master’s programs in Ecology and Environmental Planning (in German language) as well as the international English-language master’s program Environmental Planning. Courses are also attended by students from other programs such as Urban Ecosystem Sciences, Landscape Architecture, Urban and Regional Planning, Renewable Energy Systems, Transportation, and Sociology. Additional responsibilities (see Section 99 of the Berlin State Higher Education Act (Berliner Hochschulgesetz – BerlHG)) include managing and leading the academic department and its staff as well as the advancement of junior scholars, women, social diversity, knowledge transfer, internationalization, and sustainability. The successful candidate is also required to demonstrate gender and diversity competences and to contribute to the work of boards and committees.
Candidates pursue a sophisticated approach to research and demonstrate experience of teaching in an academic context. They are expected to stimulate the further development of environmental assessments for projects, plans and programs in dynamically developing societies around the world. Candidates should be able to demonstrate a significant contribution to the international discourse on environmental assessments.
The successful candidate has comprehensive knowledge which guarantees the successful work of the department and its high reputation at both national and international level. This relates to the various tools and instruments of environmental assessments, including their national and international legal and policy framework, the working steps involved, and relevant content and methods, including public participation as well as the documents to be prepared. The position also requires a high level of competence at the interface with natural and social sciences. In addition to a basic grasp of these disciplines, this includes mastering relevant methods, e.g. of social empiricism, statistics or multi-criteria modeling, agent-based modeling, etc.
Further requirements are:
The ability to conduct interdisciplinary and transdisciplinary collaboration with partners from science, society and industry; the willingness to participate in academic self-governance and to further develop the study programs.
A high level of expertise in at least three of the following areas is required:
1. The ongoing institutionalization as well as the conceptual and theoretical foundation of environmental assessments, including possible interfaces to sustainability assessments, social impact assessments and health impact assessments
2. Analysis of drivers and pressures of relevant changes in societies and ecosystems and their consequences for environmental assessments (e.g. digitalization, demand for raw materials, telecoupling, changing infrastructures)
3. Operationalization of the state of environment for environmental assessments (triangulation of the state of environment, environmental protection goals and the concepts addressed by environmental assessments)
4. Methods of impact prognosis, particularly at the interface to other disciplines (e.g. health, air pollution control, etc.) and their modelling
5. Analysis and further operationalization of the sequence of avoidance, mitigation and compensation (response); assessment of and increasing the effectiveness of associated measures, integration of risk and adaptive management approaches
6. Decision-support modelling, e.g. qualitative concept models, multi-criteria-based decision support, network and probability modelling, agent-based modelling
7. Quality assurance of environmental assessments
8. Participation in environmental assessments, e.g. effective and fair access to environmental information; formal participative processes versus forms of direct democracy and protest; overcoming the expert-layperson barrier, understandable communication
9. Significance of gender and diversity research for environmental assessments, e.g. in the context of the protection of humankind and human health
As a professor at Technische Universität Berlin, you are expected to demonstrate the strategic, administrative and communication skills required to assume responsibility for the leadership and strategic development of an academic department and its staff. In particular, this includes awareness of the responsibility to create gender and diversity sensitive working and study conditions. Willingness to contribute to academic self-governance is a further requirement. Professors are additionally expected to be able to contribute new ideas in the areas of research and teaching to advance internationalization and sustainability. Experience of international cooperation, science communication, and knowledge transfer are desirable. We are a university with a strong international profile and our professors are expected to have excellent written and spoken English. We also particularly welcome applications from academics who do not speak German. However, you are expected to be willing to learn German as soon as possible to be able to fulfil the requirements of the position (minimum C1 level Common European Framework of References for Languages).
