The Cent­ral Insti­tute El Gouna:
The Tech­nis­che Uni­versität Ber­lin cam­pus in El Gouna, Egypt was opened in Octo­ber 2012 as a non-profit pub­lic private part­ner­ship (PPP). From a legal per­spect­ive the cam­pus is oper­ated exclus­ively on the basis of the qual­ity cri­teria of the Fed­eral Repub­lic of Ger­many. The Cent­ral Insti­tute, whose main office is in Ber­lin, forms part of the cam­pus and sup­ports the MENA region by provid­ing sci­entific solu­tions for regional prob­lems through focused post­gradu­ate pro­grams in applied tech­no­lo­gies. The Cent­ral Insti­tute also links sci­entific train­ing closely to research, par­tic­u­larly for the train­ing of per­son­nel for skilled pos­i­tions and for related man­age­ment pos­i­tions.

Job descrip­tion:
As head of admin­is­tra­tion at the Cent­ral Insti­tute El Gouna you will work closely with the Exec­ut­ive Board of TU Ber­lin in organ­iz­ing the stra­tegic devel­op­ment of the Cam­pus El Gouna. You will report dir­ectly to the man­aging dir­ector of the Cent­ral Insti­tute El Gouna. You will be respons­ible for eval­u­at­ing and, when required, adapt­ing the organ­iz­a­tional struc­tures of the Cent­ral Insti­tute as well as shap­ing the change man­age­ment pro­cess on the basis of this eval­u­ation. You will under­take the plan­ning of staff­ing require­ments and staff devel­op­ment and will fur­ther be respons­ible for the deploy­ment and super­vising of staff. You will con­duct annual appraisal meet­ings and develop strategies for organ­iz­ing staff devel­op­ment and con­tinu­ing edu­ca­tion for the insti­tute's admin­is­trat­ive staff. You will fur­ther be respons­ible for organ­iz­ing second­ment at the Cent­ral Insti­tute El Gouna. You will assist the insti­tute's man­age­ment and coun­cil with the decision-mak­ing pro­cess and imple­ment their decisions once taken. You will super­vise the insti­tute's and coun­cil's com­mit­tees and draw up the insti­tute's budget and over­see the flow of funds (e.g. the tak­ing up of fund­ing). You will be respons­ible for the set­tle­ment of the Sawiris Found­a­tion's funds and for plan­ning and imple­ment­ing the use of space (also at the El Gouna loc­a­tion). You will have over­all respons­ib­il­ity for man­age­ment and coordin­a­tion activ­it­ies relat­ing to the oper­a­tion of the Cent­ral Insti­tute. You will develop con­cepts and meas­ures for stra­tegic pro­jects at the cam­pus and will fur­ther be respons­ible for com­mu­nic­at­ing these, as well as draw­ing up plans for innov­at­ive courses and research pro­jects (e.g. bach­elor pro­grams). For the lat­ter you will liaise closely with TU Ber­lin's matric­u­la­tion and exam­in­a­tions office as well as with the TU's sub­si­di­ary TUBS GMBH. You will coordin­ate and man­age pub­lic rela­tions activ­it­ies, both within and bey­ond the cam­pus and cul­tiv­ate con­tacts within Ger­man and Egyp­tian pub­lic author­it­ies.

Require­ments:

  • A suc­cess­fully com­pleted aca­demic uni­versity degree (Dip­lom, mas­ter's or equi­val­ent) in admin­is­tra­tion, law or busi­ness man­age­ment or equi­val­ent skills, qual­i­fic­a­tions and exper­i­ence, or a degree in a sub­ject in the areas of engin­eer­ing, nat­ural sci­ences, law or plan­ning, rel­ev­ant to the courses offered in El Gouna,
  • proven know­ledge of admin­is­trat­ive pro­ced­ures includ­ing budget law and exper­i­ence of man­aging fund­ing,
  • proven exper­i­ence of staff man­age­ment,
  • under­stand­ing of laws relat­ing to col­lect­ive agree­ments, travel costs and staff coun­cils,
  • coordin­a­tion skills as well as excel­lent com­mu­nic­a­tion skills and the abil­ity to develop strategies,
  • ser­vice ori­ent­a­tion and net­work skills,
  • excel­lent com­mand of lan­guage and pro­fi­ciency in both Ger­man and Eng­lish,
  • know­ledge of fur­ther lan­guages (e.g. Arabic) is advant­age­ous,
  • extens­ive know­ledge of the Ger­man, Egyp­tian and inter­na­tional higher edu­ca­tion scene as well as inter­na­tional fund­ing pro­grams, par­tic­u­larly for the MENA region,
  • exper­i­ence of organ­iz­a­tional devel­op­ment and change man­age­ment pro­cesses,
  • know­ledge of (uni­versity) mar­ket­ing is desir­able,
  • rel­ev­ant exper­i­ence of work­ing or study­ing abroad,
  • a doc­tor­ate is desir­able
