The Central Institute El Gouna:
The Technische Universität Berlin campus in El Gouna, Egypt was opened in October 2012 as a non-profit public private partnership (PPP). From a legal perspective the campus is operated exclusively on the basis of the quality criteria of the Federal Republic of Germany. The Central Institute, whose main office is in Berlin, forms part of the campus and supports the MENA region by providing scientific solutions for regional problems through focused postgraduate programs in applied technologies. The Central Institute also links scientific training closely to research, particularly for the training of personnel for skilled positions and for related management positions.
As head of administration at the Central Institute El Gouna you will work closely with the Executive Board of TU Berlin in organizing the strategic development of the Campus El Gouna. You will report directly to the managing director of the Central Institute El Gouna. You will be responsible for evaluating and, when required, adapting the organizational structures of the Central Institute as well as shaping the change management process on the basis of this evaluation. You will undertake the planning of staffing requirements and staff development and will further be responsible for the deployment and supervising of staff. You will conduct annual appraisal meetings and develop strategies for organizing staff development and continuing education for the institute's administrative staff. You will further be responsible for organizing secondment at the Central Institute El Gouna. You will assist the institute's management and council with the decision-making process and implement their decisions once taken. You will supervise the institute's and council's committees and draw up the institute's budget and oversee the flow of funds (e.g. the taking up of funding). You will be responsible for the settlement of the Sawiris Foundation's funds and for planning and implementing the use of space (also at the El Gouna location). You will have overall responsibility for management and coordination activities relating to the operation of the Central Institute. You will develop concepts and measures for strategic projects at the campus and will further be responsible for communicating these, as well as drawing up plans for innovative courses and research projects (e.g. bachelor programs). For the latter you will liaise closely with TU Berlin's matriculation and examinations office as well as with the TU's subsidiary TUBS GMBH. You will coordinate and manage public relations activities, both within and beyond the campus and cultivate contacts within German and Egyptian public authorities.
A successfully completed academic university degree (Diplom, master's or equivalent) in administration, law or business management or equivalent skills, qualifications and experience, or a degree in a subject in the areas of engineering, natural sciences, law or planning, relevant to the courses offered in El Gouna,
proven knowledge of administrative procedures including budget law and experience of managing funding,
proven experience of staff management,
understanding of laws relating to collective agreements, travel costs and staff councils,
coordination skills as well as excellent communication skills and the ability to develop strategies,
service orientation and network skills,
excellent command of language and proficiency in both German and English,
knowledge of further languages (e.g. Arabic) is advantageous,
extensive knowledge of the German, Egyptian and international higher education scene as well as international funding programs, particularly for the MENA region,
experience of organizational development and change management processes,
knowledge of (university) marketing is desirable,
relevant experience of working or studying abroad,
a doctorate is desirable
